@Scottish Unicorn This feature is designed that way only. It only advertise in the server where it is allowed. It wont advertise in event servers.

i love the feature but if you are like me and do a lot of convoys then it can be classed as advertising and that isnt allowed on event servers and it goes against convoy etiquette on sim servers thats why having it set to off as default is the best way in my opinion
