    Hi, do you have a starting city assigned to you in the VTC company for ETS Zaklad, ATS Zaklad, and ETS Promods and ATS Promods? You must have cities assigned as starting cities and then you will be shown the cities that you must gradually unlock. I am attaching a link where there is instructions on how to get it up and running.
